 I don't know, maybe he's getting desperate and circling the wagons. If nothing else, it could be a talking point; that he doesn't care about those people, just the votes of another state.
As far as not voting -- #@!?*(^$ -- enough said. If people are stupid enough to not vote, then they deserve what they get.
